Trump Administration Ends Funding for HIV and AIDS Programs

Peter Marocco, the U.S. Department of State’s top foreign aid officer, sent a letter Thursday to UNAIDS officials, the U.N. program that coordinates the global fight against HIV and AIDS, announcing the end of U.S. funding. Humanitarian organizations have warned that the decision could threaten the lives of millions of people around the world.

Other initiatives, such as the Stop TB Partnership (fighting tuberculosis) and Scaling Up Nutrition (fighting hunger), have also been cut, while malaria and neonatal health organizations have also seen their funding cut.

After taking office, Donald Trump announced the elimination of USAID, an agency that funds 43 percent of global humanitarian aid, citing the need to remove “radical leftist” officials. In January, Trump froze funding for aid programs, but after protests from humanitarian organizations, Secretary of State Marco Rubio shut down the most urgent programs, including PEPFAR, a program to distribute AIDS drugs. But on Thursday, Morocco announced the end of funding.

Experts warn that the cuts could reverse years of progress in the fight against the epidemic. Linda-Gail Bekker, of the Desmond Tutu HIV Foundation in South Africa, told the Guardian that the Trump administration’s decision would “deaths and the fight against the epidemic will be reversed”. The US funded about 17% of South Africa’s entire HIV and AIDS budget, supporting testing and treatment of patients. Francois Venter, of the Ezintsha organization, described the Trump administration’s decision as “a dramatic blow to the global health system”. The restrictions will also apply to vulnerable groups, including the LGBT+ community, sex workers, women and children.

Despite growing concerns, US authorities have not commented on the decision, and the criteria for selecting organizations to be removed from the funding list remain unclear. Charities are challenging the Trump administration’s decisions in court. Secretary of State Marco Rubio has assured that the US is not withdrawing foreign aid, but court documents indicate the scale of the cuts.
